Submission Guidelines

Regular technical papers should describe original work and should be no more than 5 pages long in the IEEE double-column proceedings format including tables, figures and references. One extra page is allowed with an additional fee, if the regular paper is accepted.

Please use the Standard IEEE conference templates for LaTeX formats, which are found here:

You may also use one of the following templates for Microsoft Word: A4, US letter. Only PDF files will be accepted for the review process, and all submissions must be done through EDAS.

Papers should not have plagiarized material and should not have been submitted to any other conference at the same time (double submission). Check these links to learn more:

The regular technical papers accepted after the peer-review process will be presented orally in the conference technical sessions, will be published in the conference proceedings and will be indexed in the IEEEXplore database with no additional charge. 

The poster-papers presenting work in progress and preliminary results on the conference topics should be no longer than 3 pages. Accepted poster papers will be scheduled in poster-sessions and included in the conference proceedings, but will not be indexed in the IEEE Xplore database.

To be published in the IEEE BlackSeaCom 2016 Conference Proceedings and to be eligible for publication in IEEE Xplore, an author of an accepted paper is required to register for the conference at the full (member or non-member) rate and the paper must be presented by an author of that paper at the conference unless the TPC Chair grants permission for a substitute presenter arranged in advance of the event and who is qualified both to present and answer questions.

Non-refundable registration fees must be paid prior to uploading the final IEEE formatted, publication-ready version of the paper. For authors with multiple accepted papers, one full registration is valid for up to 3 papers. Accepted and presented papers will be published in the IEEE BlackSeaCom 2016 Conference Proceedings and submitted to IEEE Xplore.


To submit a paper:
1. From the Call for Papers, find the topic under "Technical Scope" that best matches your paper and list the topic name under Keywords within your paper.
